LAKE MURRAY YACHT RACING ASSOCIATION

BYLAWS

ARTICLE I - NAME

1. The name of this organization shall be the Lake Murray Yacht Racing Association. (LMYRA Pronounced EL-MY-RA).

ARTICLE II - PURPOSE

1. The purpose of this organization shall be to promote and encourage cruiser-class sailboat racing on Lake Murray. To this end, LMYRA shall make provisions for such racing by establishing racing schedules, sailing instructions, handicap ratings, race committees, trophies and such other actions as may be necessary.

2. A cruiser - class sailboat is defined as a mono-hull, ballasted, self-righting sailboat with a cabin, operable engine and fuel.

ARTICLE III - MEMBERSHIP

1. Membership in LMYRA shall consist of individuals that have paid their dues and have been approved by an officer.

2. A membership may be declined or terminated by a two thirds vote of the steering committee.

ARTICLE IV - ASSOCIATION YEAR

1. LMYRA shall operate on a calendar year beginning January 1st of each year and ending on December 31.

ARTICLE V - DUES

1. Dues shall be set annually by the steering committee. All skippers that register for the Spring, Summer or Fall series are considered a member of LMYRA for the calendar year in which they register for the series. Others can become a member by paying an annual membership fee.

ARTICLE VI - OFFICERS

1. LMYRA Officers shall consist of a Commodore, Vice-Commodore, Rear Commodore, Immediate Past Commodore, Secretary and Treasurer.

2. The commodore shall (1) be generally responsible for LMYRA's activities; (2) appoint and serve ex-officio on all committee; (3) preside at meetings and; (4) serve as chairperson of the Steering Committee.

3. The Vice-Commodore and Rear Commodore shall assist the Commodore in the performance of his duties and preside at the meetings in the commodore's absence.

4. The treasurer shall (1) receive registrations for races; (2) receive dues; (3) pay bills on a timely basis; (4) keep records, available for inspection of LMYRA finances, and (5) be generally responsible for LMYRA's finances.

ARTICLE VII - ELECTION AND TERMS OF OFFICERS

1. Election: Officers shall be elected at the Annual Meeting from a slate proposed by the Nominations Committee plus nominations from the floor.

2. Terms: Officers shall be elected for a term of two years and shall take office immediately upon their election.

3. Vacancies: In the event of a vacancy in an office the Steering Committee may appoint a replacement.

ARTICLE VIII - COMMITTEES

LMYRA shall have the following committees with membership and responsibilities as described:

1. Steering Committee: This committee shall consist of the LMYRA elected Officers and representative appointed by the elected officers for the Columbia Sailing Cub, the Lake Murray Sailing Club, Windward Point Yacht Club, Independent Representative and any others that the elected Officers deems necessary. Its responsibilities shall include: (1) the advisement of the Commodore as is needed or desirable; (2) the setting of schedules, including the number of races, regattas and scoring systems; (3) setting of dues and registration fees for races, series and regattas; (4) recommendation and approval of handicap system; (5) the determination of divisions within the fleet and the trophies to be awarded; (6) the fixing of registration fees and dues and approval of a budget, and (7) such other actions as shall further the purpose of LMYRA.

2. Rating Committee: This committee shall consist of a chairperson and members as appointed by the Commodore representing each division. It shall establish handicap rating, using the system approved by the Steering Committee.

3. Sailing Committee: This committee shall consist of a chairperson and such others persons as appointed by the Commodore. Its responsibilities shall include maintaining a database of members and ratings, organizing and proposing schedules for series races and regattas, preparing and publishing sailing instructions, updating registration and membership forms, providing required information to the web master, providing race committees and assisting the scorer as necessary.

4. Protest Committee: This committee shall be appointed by the Commodore and shall hear all protests in LMYRA events.

5. Nominations Committee: The Commodore shall appoint a chairperson and two others to report a proposed slate of officers and three members of the steering committee for election at the annual meeting.

6. Other committees: The Commodore may appoint ad hoc committees as needed.

ARTICLE IX - SCORING

The scoring of each race, series or regatta shall be done by a scorer appointed by the Sailing Chairperson in accordance with the methods determined by the Steering Committee.

ARTICLE X - MEETINGS

1. The Annual Meeting shall be the first Spring Skippers meeting of each year for the purpose of electing officers and such other business as may come before it. These people will assume office the immediately following the annual meeting.

2. There are three skippers meeting each year. The first skippers meeting is for Spring Series, the second is for the Summer Series, and the third is for the Fall Series.

3. Special Meetings: Special meetings may be called by the Commodore on (1) his own initiative, or: (2) on receipt of a written request signed by ten members. In the later case, the subject to be addressed must be stated and the meeting limited to that subject.

ARTICLE XI - AMENDMENTS

These Bylaws may be amended by a two-thirds vote of the members present at any membership meeting if the proposed change has been published at least 10 days prior to such meeting.

ARTICLE XII - OFFICIAL BURGEE

The official LMYRA burgee will be a horizontal pennant with the lower half of the pennant a royal blue representing water and the top half will be red representing the setting sun. Super imposed on the pennant will be two white triangles representing sailboats.
